Sadly, the Philippines has many laws.The legislature here is not left behind in making laws...yet not working! huhuhhh.

I hate to see animals treated like this. If an animal won't stay with you without being chained then it should be set free!

Chain the captor? Certainly, and I'll give him a good kicking too, given half a chance!
There is an monkey sanctuary here in the UK, called Monkey World, where they try to rescue apes kept as pets. Sometimes these monkeys are very traumatised and take a long time to rehabilitate.
The real villains are not so much those who keep them as pets (who are mostly just ignorant) but the hunters/poachers who capture them in the first place.
Monkeys are such intelligent beasts, and it is obvious that they can reason and experience emotion, and can empathise - it breaks my heart to see them treated so badly.
We have animal protection laws here in the UK which are all too often ineffectual. It's all very frustrating.-

Sally, I am very glad for your reply is very informative. As I have mentioned, we are averloaded with much laws but often not effective as well. Then there is that proposition to amend our constitution. Personally I believe that imposition of the laws is the problem and not the laws. So what's the reason then for an amendment? Our constitution has been amended already 3 times (as far as I know}. It could be that our legislators are the problem instead.
